What to know about your Condo's House rules?

If you live in a public housing, you have to follow HDB rules. Likewise, if you stay in a condo, you have to abide by the Condo's House Rules and Bylaws.

In every private estate, there are House rules and By-Laws for residents to abide with. These house rules are to help keep the estate in order. The key difference between House rules and By-Laws is that By-Laws are enforceable as it is passed in an AGM (Annual General Meeting)/EOGM (Extra-Ordinary General Meeting) whereas House rules are only a guideline.

House rules are usually written by the developers and is handled over the Managing Agmonitored by the Managing Agent (MA) on behalf of the Management Council to manage the estate.

There are two types of By-Laws

  • Prescribed By-Laws
  • By-Laws approved at the AGM/EOGM

Prescribed By-Laws

These by-Laws are written by BCA - Building and Construction Authority to set certain rules for governance in a private estate.

Some of the By-Laws usually approved by the general body at the Annual General Meeting (AGM) including cleaning and wheel clamping fees.

Examples of Bylaw

For example, if a resident is caught littering in the estate and if the MCST has passed a bylaw to aloow cleanings to be collected, MCST can collect cleaning fees for littering from the resident. But do note that it is not a fine but a cleaing fee.
